Bright orange light in the night sky

On or about 03NOV1999, I was driving west from East 38th and Shadeland Ave.. As I drove over the train over-pass I noticed a bright orange light in the north-western sky. At the next street I parked in a church parking lot and observed the light motionless. It was apx 20-30 miles from my position apx 30 degrees from horizon and I could see faint red and blue lights within this orange light. It then slowly moved in a southern direction, stopped then moved northern again, stopped moved more northern, stopped and stood motionless. then slowly moved southern until out of my vision. Each time it stopped it would sit for minutes (5-10) before proceeding. The episode lasted apx 30-45 minutes
