Circular disk, silent, fast w. red lights

Was on the ocean at night for a "night" scuba trip. Including my husband and myself, there were approximately 22 witnesses. I've spoken about this event since 1996, but foolishly never reported it. I figure better late than never, and I apologize for this!

We all screamed, pointed, and yelled "WHAT IS THAT??!!!!". It was cruising across the sky at a very fast pace, silent, with approximately ten glowing circular red lights around the perimeter of the circular craft. I cannot estimate how high in the sky it was .... but it was VERY HIGH up there, but CLEARLY very visible. I hope that some of my fellow scuba divers on that trip did actually report this event when it occurred in July 1996.
