While walking on the boardwalk at Ventura Beach to the north I noticed a bright blue light moving and hovering up near the clouds. We stopped to watch and could not figure out what it was. We knew it was not a plane or helicopter though. It moved up and down and side to side. The light faded in and out and it made no sound. There were many witnesses.
