Report Details:
The flickering effect wasn't visible when I eyeballed it. Interesting effect though when considering cam framerate is probably 30 fps...

Sunlight reflecting on objects obviously won't cause any flickering and since what I observed appeared to be non-flickering, high school physics would suggest the object itself was flickering at a near constant frequency ( or was illuminated by a strong focused flickering light source of near constant frequency) at a flicker rate near 30 fps causing us to observe the difference in frame rate vs flicker rate. Think of old western film with the wheels slowly appearing to be spinning backwards, caused by the camera shutter (at 24fps ).
