Pitch Black UFO with red lights sighted at low Alt

This sighting I am referring to happened sometime in Sept - Oct 2013. The dismissal of the sighting by myself is the reason for the delay in submission of this report, also the reason I am unable to recall the exact date and time of the sighting. I remember walking up the high street towards the Victoria Shopping Mall. From where I was positioned at that moment, in the dark space above the building I saw what looked like 2-3 red lights appear. I quickly gathered it was some airborne vehicle. I assumed maybe it was a surveillance helicopter that often flies around but to my surprise there was no noise from the engine or the propellers whatsoever. For a moment I was dumbstruck thinking "Is it a drone?" While all this was on my mind, the lights stopped in mid air (as if to maneuver) and it went back in the direction it had arrived. I was keenly observing to look for reflection from the surface of the aircraft/drone/chopper but I caught a glimpse of a pitch black surface maneuvering while hovering in mid air. I am an engineer with avionics background and I work near the Southend airport. I must say I have never seen such a swift maneuver by an airborne vehicle at such a low altitude. There were definitely 2 red lights. The maneuver would have been impossible for an aircraft or a drone and too dangerous for a chopper. The sighting itself lasted for only 10-15 seconds. The most puzzling part is, it was a really quiet sighting. No noise, sound whatsoever. I estimate its distance from myself to be within 150m-200m.
