Small solid black cylinder (See video render)

The exact date and time I cant remember but It was summer of 2008. It was only about 50ft off the ground and 3 to 5 feet wide. It looked like it was moving north about 15 mph above Interstate 5 spinning as it went. It was completely black, flat on bottom and angled on top. I saw it after a movie in the parking lot at the north end of the cascade mall. I was waiting for my sister and my young nephew who had to step out of the movie because it got too scary for him. They walked around the mall, and I finished the movie. When it ended I went and slouched against my sisters locked car. It was a fairly clear day and other people were walking too and from their cars, but nobody else seemed to notice it but me. After looking at it for about 20-30 seconds I eventually lost sight of it behind some trees. I should have brought more attention to it but for some reason didn't. I thought it could have been some kind of traffic monitoring drone as it was right over a high traffic road and they fly planes over for just that. Surely someone driving would have also seen it. I was expecting to hear about it later on the news or through a search but I never heard or found anything so now I'm here. The video is a render I whipped up real quick depicting its basic shape and rotation speed from what I can remember, It was just as simple.
